Armament/Munitions Test Process--Direction and Methodology for Testing. Air Force Manual 99-104.

Abstract

Program offices, operating commands, and test organizations have been directed by the Chief of Staff, Air Force (CSAF), to employ a disciplined test process throughout all phases of an armament/munitions life cycle. This process applies to all testing including developmental, operational, and combined testing. The purpose of this document is to describe a disciplined process, called the Armament/Munitions Test & Evaluation (T&E) Process, and provide guidelines for its application during the systems acquisition process and throughout the life of the system. This document supplements Air Force Instruction (AFI) 99-103, Test and Evaluation, AIR FORCE TEST PROCESS, which directs the use of the process. The objective of the Armament/Munitions T&E Process is to standardize the testing and evaluation process for armament/munitions. Success of the test program is greatly increased with a standardized and structured T&E process based on a scientific approach. The Armament/Munitions T&E Process is applicable through all phases of the acquisition process; concept exploration/definition through operations and support. This process will provide a T&E audit trail through the acquisition process in addition to early identification of test asset requirements. This manual implements AFI 99-103, Air Force Test and Evaluation Process, for Armament/Munitions Test and Evaluation. It provides a methodology for use by program managers, test managers, test engineers, test organization personnel, major command headquarters staff, and others regardless of command level, involved in Armament/Munitions Test and Evaluation. Non-use of the process described in this manual shall be by exception only and requires written approval by the Director, Test and Evaluation, Headquarter United States Air Force (HQ USAF/TE).
