United Nations: Status of Internal Oversight Services
Abstract
Effective oversight is a key management tool. The United Nations has both internal and external accountability and oversight mechanisms. Internal oversight units usualiy report directly to the executive heads of organizations, while external oversight mechanisms generally report to the governing bodies of organizations. Appendix I provides an overview of the external oversight mechanisms in the U.N. system. Until 1993, the major internal oversight functions of the Secretariat were carried out by units within the Department of Administration and Management, but they were not considered very effective because they lacked independence and were often disregarded by managers. In August 1993, the Secretary General formed the Office for Inspections and Investigations under an Assistant Secretary General. This office was not part of the Department of Adnunistration and Management and carried more authority than the individual units because it reported to the Secretary General. In July 1994, the General Assembly created an oversight body with even more independence and authority%ol0s-to supersede the Office for Inspections and Investigations.
