Abstract
This system is something which deals with advanced, large scale industrial technology that is vital and important to the national economy, and that involves R&D that cannot be carried out independently by the private sector because it requires large investments and a long period of time, and because it is accompanied by great risk. Under it, the government is responsible for the necessary investment, and planned, efficient R&D is carried out through close cooperation among the national laboratories, industry and academia. Selection of R&D topics is made from technology that meets the conditions listed below. A topic is selected if it is recognized that R&D must be done under this system. (1) R&D on the technology in question is very important and urgently neces- sary for improved industrial structure, strengthened international coopera- tion, rational development of natural resources or prevention of industrial pollution. (2) It is leading technology that will have a wide-ranging effect, and the R&D will make a marked contribution to manufacturing technology. (3) R&D on the technology in question cannot be carried out by industry because it requires large investments and a long period of time, and because it is accompanied by great risk. (4) It is possible to set development goals for R&D on the technology in question, and there are good prospects for technical means to achieve those goals. (5) R&D on the technology in question requires the combined R&D capabilities of the government, industry and academia.
