Inserting Commercial Technologies into Military Systems: Lessons from British Experience

Abstract

This paper examines robust and long standing British experience in using commercial off the shelf (COTS) technology to satisfy military requirements. It then develops a series of lessons upon which the new commercial insertion program of the U.S. Department of Defense may draw.
