Department of Defense Base Realignment and Closure Part 4 Army (BRAC 95) FY 1999 Amended Budget Estimates, Justification Data Submitted to Congress

Abstract

The Army will implement BRAC 95 (BRAC 4) as described in the Defense Base Closure and Realignment Commission's report to the President. Consistent with budgets for prior BRAC rounds, no military end strength savings are shown in this plan, since those savings already have been made independent of the BRAC process. Reductions of civilian personnel will occur during FY 96 to FY 01. The resulting savings and eliminations are indicated for each package. Environmental restoration will be funded by the Base Closure Account (BCA) 4 account for all years FY96-FY01. This FY99 Amended Budget Estimate reflects current estimates of the environmental requirements based on the available Environmental Baseline Studies (EBS) and recently completed site level data analysis. The Army established restoration advisory boards at eighteen BRAC 95 installations and initiated reuse based on studies and remedial actions at several installations.
