Congress and SDIO, 1983-1989.

Abstract

This study, concentrating on the period of Reagan's presidency, examines the role of Congress in the development and evolution of the Strategic Defense Initiative, including relations between Congress and the SDIO, which exercised primary responsibility for the program within the Department of Defense. The argument presented here is that Congress played a larger role in shaping SDI than is generally appreciated.
