Force Planning Considerations for Army XXI

Abstract

The U.S. Army is preparing for the 21st century, redesigning and restructuring its future force, Army XXI. The author discusses Army XXI in a broad strategic context, examining anticipated security environments and the roles the U.S. Armed Forces, and in particular the Army, will be called upon to perform. He assesses general factors that will influence capabilities necessary to carry out these anticipated roles, including general and specific criteria used to determine the appropriate size of Army XXI. The author concludes with possible mixes of future forces which will assure effective operation in the next century.
