Abstract

The Commission was created by the Foreign Relations Authorization Act for Fiscal Years 94-95, which called for comprehensive proposals designed 'to reduce the volume of information classified and thereby to strengthen the protection of legitimately classified information' and to improve current procedures for granting security clearances.
