Organizational and Consultant Conflicts of Interest.

Abstract

The primary purpose of this audit was to determine whether DoD contracting officers had effectively implemented Federal Acquisition Regulation conflict of interest policies and procedures when planning procurements and awarding contracts and whether DoD contracting officers effectively identified and prevented potential conflicts of interest. We also reviewed the effectiveness of internal controls and management's implementation of the DoD Internal Management Control Program. Audit Results. DoD contracting officers have not effectively implemented Federal Acquisition Regulation conflict of interest policies and procedures.
