The Evolution of Army C4 Acquisition

Abstract

With the continual growth in technology, smaller force structures, and the shrinking procurement budget the way we acquire C4 equipment must change because the current system is inadequate to meet the needs of the warfighter. The purpose of this paper is to determine whether the acquisition system has ever been able to take the dictates of doctrine, the warfighter's needs, and advances in technology and transform them into a product that enables and enhances command and control. Taking the lessons learned from tracing the evolution of the research, development and acquisition (RDA) of C4 systems from the pre-World War II years to the present, we can then make recommendations for improving the system in the future.
