The Nature of Peace in Darkness

Abstract

In any peace operation, peace is not achieved by the peace-keepers alone. The willingness of all factions in a civil war to maintain a long-lasting commitment is also significant. The breakaway of any faction during peace implementation can cause the whole process to collapse. This paper examines the dynamics and the pitfalls of a peace operation, the United Nations Transitional Authority in Cambodia (UNTAC). It examines the background to the conflict, the process in which UNTAC was established, the operation of UNTAC in Cambodia, and the circumstance both within UNTAC and within Cambodia that affected the outcome of this operation. While there were problems with the way UNTAC was organized and with the way in which it operated, the failure of the Cambodian factions to comply with the peace Accords greatly contributed to the collapse of the whole process.
