EXPORT CONTROLS: Change in Export Licensing Jurisdiction for Two Sensitive Dual-Use Items

Abstract

This report examines the jurisdiction shift of two items, previously controlled by the State Department to the Department of Commerce, and the implications of this change to export licensing jurisdiction. This report assesses the military sensitivity of these items, discusses the executive branch rationale for this decision and compares and analyzes the licensing system and possible change in Commerce controls for these two items.
