WEAPONS OF MASS DESTRUCTION: DoD Reporting on Cooperative Threat Reduction Assistance Can Be Improved

Abstract

As called for in section 1203 of the National Defense Authorization Act for Fiscal Year 1995, we reviewed the Department of Defense's (DOD) report accounting for Cooperative Threat Reduction (CTR) program assistance provided to the former Soviet Union (FSU) to determine whether DOD had made progress in auditing and examining CIR aid, listed its planned audit and examination activities to be carried out during fiscal year 1995, included a list describing the current location and condition of CTR-provided assistance, and provided a basis for determining whether the assistance was being used for the purposes intended.
