Abstract

With this document, Budget of the Union for Science and Technology, - 1987, it is being attempted to provide figures intended not only for technicians in the budget area, but also for the uninitiated, reflecting a simplified account and offering a clear view of the different S&T activities, in all the ministries. These are detailed accounts, quantitatively expressing one of the principal guidelines from the First PND National Development Plan-NR for S&T: The totally priority status conferred by the government on the improvement of the needy population's living conditions offers a challenge to scientific and technical policy; it does not suffice to reallocate funds for the pursuit of goals in the future; it is necessary to gear the application of the available information to the solution of social problems now. " (First PND-NR) This budget reflects the NCT's successful efforts to attain its strategic goals, considering the fact that it has increased from 2.8 percent of the Budget of the Union for 1986 to 3.1 percent of that budget for 1987. Hence, there has been concrete progress in the civil society's joint effort, with the government of the New Republic, to construct a prosperous, democratic Brazil.
