Security Assistance, A Viable Means in Building Coalitions and Providing for Our National Security.
Abstract
In a time when the threat of global conflict is at an unprecedented low and opportunities are boundless, the United States plays a pivotal role in the New World Order. The demise of the Soviet Union has provided a significant opportunity to expand its sphere of influence and spread its values. The enthusiasm to pursue this opportunity is curtailed only by the assets at the United States' disposal. In order to maximize this potential, it must leverage those assets available for maximum benefit. The U.S. Government has clearly articulated its intentions concerning the United States' position in the New World order. This paper outlines the objectives of this strategy, discusses the domestic agenda versus the international agenda, and examines the impact of limited resources on the ability to pursue both. This paper also analyzes the method chosen to maximize U.S. efforts; to wit, coalitions, their attributes and detriments, and their viability in leveraging assets. Next, this paper explores the six components of the Security Assistance Program (SAP) as a way to assist in the development and sustainment of coalitions, and as a tool of diplomacy and of international politics. It links the SAP directly to coalitions and then, in turn, to our national security.
