Realization of a Visual Surveillance System Used by Manoeuvres at Night, on the Combat Range ISK de Harskamp"
Abstract
The combat range at the infantry school ISK de Harakamp" in The Netherlanda is used to train soldiers to cross a terrain with obstacles under live firing 1.5 m above the ground) and TNT explosions. The exercise is under control of combat training personnel who view the range from two control towers and three firing units. The control crew operate the equipment on the range, set off the TNT explosions, and control the machine gun firing. In 1992 TN0-TM was asked to advise on the possibilities for safe use of the combat range at night, in total darkness. A night surveillance system was proposed, based on near infra red (NIR) illumination of the range and NIR sensitive TV cameras at all control locations. Feasibility studies were carried Out and specifications for safe use were defined. In addition, it was proposed to install a laser scanning system to detect vertical movements higher than 0.95 m. In 1996, the Material Command of the Royal Netherlands Army, ordered the implementation of the advised system by a commercial company. TN0-TM was tasked to provide advise during the construction and implementation of the system, critically follow the implementation process and check whether the installed systems met the specifications. Camera/monitor systems were placed at the locations of all range control functions, including the machine-gun locations. A laser scanner warning system was developed and installed by TNO-FEL. The night surveillance system was released for use by the end of 1997. Compliance with all specifications was established. Procedures to ensure the quality and specifications of the night surveillance system were developed together with Siemens. User- and maintenance manuals were developed. The program group Instruction and Training of TN0-TM drew up manuals and safety instructions for all personnel involved in operating the combat range.
