This document contains a speech made by General Henry H. Shelton, Chairman of the Joint Chiefs of Staff, to the 105th Congressional Armed Services Committee on February 3, 1998. He gives a strategic overview of the changes that will shape the Armed Forces of the future and deals with such issues as national security strategy, proliferation of nuclear weapons, deterrence, international security, expansion of NATO, U.S. military operations, modernization, and goals of the National Defense Panel (NDP).
