Visibility and Management of Operating and Support Cost Changes Needed to Support Total Ownership Costs

Abstract

Using the data model produced by the Visibility and Management of Operating and Support Cost (VAMOSC) Improvement and Enhancement Work group as a baseline, this report focuses on additional changes that weapon system designers and engineers have indicated would make VAMOSC more useful in designing or redesigning military hardware to be less costly to operate and maintain. The suggestions pertain to improving the comparability of data across Services, processes, and missions; collecting additional or different levels of detail for current data elements; adding new data elements and expanding VAMOSC's coverage; and enhancing the credibility of VAMOSC.
