The Mobilization Value Process: Effects on CRAF Partcipation.

Abstract

Air Mobility Command (AMC) attracts air carriers to commit aircraft to the Civil Reserve Air Fleet (CRAF) by linking participation in the CRAF to entitlement to Department of Defense airlift business. AMC uses the Mobilization Value (MV) Process to assign point values to CRAF aircraft based on their usefulness in meeting wartime requirements. Therefore, the MV Process has a significant impact on CRAF participation. AMC has modified the MV Process over time to keep pace with changing requirements. Further modifications may be warranted.
