Facilitating Effective Reform in Army Acquisition,

Abstract

This publication documents a briefing presented to the Honorable Gibert F. Decker, Assistant Secretary of the Army (Research, Development, and Acquisition), Dr. Kenneth J. Oscar, Deputy Assistant Secretary of the Army (Procurement), and Mr. Dale Adams, Principal Deputy for Acquisition, U.S. Army Materiel Command, on November 6-7,1997. It describes research conducted as part of a project entitled "Understanding Incentives in the Army Acquisition System." This briefing focuses on work force perspectives on acquisition reform and recommends several policy options for improving attitudes, beliefs, and behaviors in support of the reform effort. The research was sponsored by the Assistant Secretary of the Army (Research, Development, and Acquisition) and U.S. Army Materiel Command and was conducted in the Force Development and Technology Program of RAN D's Arroyo Center. The Arroyo Center is a federally funded research and development center sponsored by the United States Army.
