Defense IRM: Alternatives Should Be Considered in Developing the New Civilian Personnel System.

Abstract

During the past 5 years, the Department of Defense (DOD) has been reducing the costs associated with civilian personnel management by reducing the number of staff working in personnel, consolidating selected personnel management functions at newly created regional centers, and attempting to improve personnel management business processes. A key part of this initiative is Defense's development of a new information management system-the Defense Civilian Personnel Data System (DCPDs)-to support a wide range of personnel management functions including recruitment, staffing, benefits administration, and training. Defense expects to complete deployment of this system by March 2000. This letter responds to the request that answers the following questions about this initiative and recommend corrective actions, where appropriate.
