An Approach to Long-range Forecasting of Controlled Human Intelligence Tasks

Abstract

This thesis describes an attempt to prove the hypothesis that a threat / opportunity matrix methodology can be used to effectively define targets against which an effort to satisfy long-range informational requirements may be attempted by the use of controlled human intelligence techniques. Noting as well defined as a target was found, but a more generalized concept was, and shows promise of further rationalizing the management of intelligence collection.
