Modest Increases Proposed for Federal R&D in FY 2000.

Abstract

President Clinton released his proposed budget for the coming fiscal year on February 1. The proposed FY 2000 budget projects a string of surpluses well into the next century, following last year's unified budget surplus, the first in three decades. The budget calls for the implementation of a complicated and already-controversial set of proposals for using the surpluses to extend the solvency of Social Security and Medicare for decades to come. In contrast, the President's budget proposes fiscal restraint in FY 2000 for discretionary spending, the one-third of the federal budget out of which nearly all federal support of research and development (R&D) is funded.
