Abstract

The plaque next to the painting of George Bush in the National Portrait Gallery opines that history will deem the greatest achievement of his presidency to have been assembling and maintaining the international coalition that reversed Saddam Hussein's aggression in the Persian Gulf. The phenomenal success hinged on a remarkable feat of US Soviet cooperation in the United Nations. Newly released documents from the archives of the Soviet Commumst Party's Central Committee now make it possible to do a close reading of some of the key negotiations which led up to Moscow's endorsement of the use of force against Iraq.
