Force Structure A-76 Not Applicable to Air Force 38th Engineering Installation Wing Plan

Abstract

This report responds to the request of the Chairman of the Senate Subcommittee on Readiness and Management Support, Committee on Armed Services, that we determine whether the Air Force complied with relevant policy and congressional notification requirements in reaching a decision to deactivate the 38th Engineering Installation Wing (EIW) at Tinker Air Force Base (AFB), Oklahoma, and reassign its work elsewhere. It also fulfills a requirement of the House National Security Committee's' report on the National Defense Authorization Act for Fiscal Year 1999, which directed us to analyze and determine whether information provided by the Air Force supports this proposed action. Specifically, this report discusses (1) the scope of the Air Force's planned action, (2) whether it is subject to the requirements of Office of Management and Budget (0MB) Circular A-76 and 10 U.S.C. 2461, and (3) whether an analysis was completed to examine the cost-effectiveness of the planned action.
