The Role of the Political Adviser in Peacekeeping Operations.

Abstract

With political advisers now supporting military leadership at all levels of command in Bosnia, it is reasonable to assume that future multinational peacekeeping operations will place demands on governments and alliances to provide political advisers with a specific set of core competencies. This paper examines NATO's peacekeeping experience in Bosnia and the theater commander's responsibilities to show why political advisers have become essential. It illustrates how, in a political-military environment where tactical decisions influence policy, and political decisions impact operational matters, the role of the political adviser has grown in importance. And as evidenced by the NATO Peace Stabilization Force experience, it proposes a model for measuring the relevance of the political adviser. It provides a description of the peacekeeping environment, postulates the commander's primary concern in peacekeeping operations and details the flinctions and levels where the political adviser must successfully operate in order to support the commander.
