Force Structure: Opportunities for the Army to Reduce Risk in Executing the Military Strategy

Abstract

The fiscal year 1996 National Defense Authorization Act requires us to annually assess, through 2001, the Army's plans to allocate its end strength to meet the force structure requirements of its combat and support forces. This is the third in a series of reports to respond to this congressional mandate. The Army's force structure requirements are based on the national military strategy to fight and win two nearly simultaneous major theater wars. In 1996, the Army completed its biennial force structure review and concluded that it faced a moderate risk in carrying out the strategy because of significant shorffalls in support forces. This report addresses the Army's risks after completing its 1998 force structure review.
