Defense Offsets: A Strategic Military Perspective

Abstract

"Offsets" is the term used to designate the providing company's obligations to use some portion of payments received for foreign arms sales in ways presumed to benefit the purchasing nation. They are a well-established part of international arms and commercial trade, and seem destined to remain so well into the future. Although they may have significant economic, political and military impacts, offsets are rarely discussed and mostly unknown outside the international trade community. Academic research and literature on offsets offers primarily an economic perspective, and to a lesser extent a political viewpoint. This project offers a military perspective on offsets, discussing/analyzing the complex and controversial issues surrounding them.
