White Paper on the Next-Generation Data-Access Architecture for Naval C4I Systems

Abstract

The Joint Maritime Command Information System (JMCIS), is the primary Command, Control, Communications, Computers, and Intelligence (C4I) system for the maritime services. To promote efficient information access in this system, the JMCIS Data Engineering Group formed a committee with a three fold mission: (1) to evaluate the state of new data access technology, methods and architectures; (2) to explore the system's and software developed within the C4I sector that can use this technology; and (3) to recommend an architecture on which to base the framework of data access methodologies into which Naval C4I systems could evolve. The various technologies and approaches available for the next generation data access methodology in Naval C4I were investigated, including an examination of both commercial off the shelf technologies, international standards, and general industry trends. The approach was to define the requirements, evaluate the available technologies, and to compare them to one another. The option of combining technologies was explored. The findings of this investigation are presented here.
