A Doctrine for the Employment of a Road Division to Encourage a Faltering Government

Abstract

There is no current doctrine in the U.S. Army for the employment of an infantry division to encourage a faltering government. This need is recognized by the establishment of such a role for the ROAD division in fl( 61-100, The Division. The capabilities of the ROAD division and the causes of government instability were analyzed in the light of four historical examples, and a doctrine was involved. The roles in which the ROAD division may be employed are studied: show of force, truce enforcement, international police action, legal occupation, restoration of order, protection of personnel and property, and civic action.
