This presentation covers four inter-related subjects: The growth of Soviet Power, How the Soviet threat drives quality and quantity of forces we need, The rationale for the president's decision on the B-1 and advanced technology bomber and some material to put defense spending in perspective by relating it to other U.S. expenditures.
