Earned Value Management Support to System Acquisition Program Managers.

Abstract

This report is the last in a series of three reports addressing the Defense Contract Management Command (DCMC) support to system acquisition program managers (program managers). The first report addressed the Cooperative Engagement Capability Program Office's use of DCMC resources and the second report addressed the planning of contract administration support that contract administration offices provide to program managers. This report discusses the earned value management support that the contract administration offices provide to program managers. The DCMC is the DOD Executive Agent for the earned value management system (EVMS) and is responsible for monitoring contractors' compliance with contract EVMS performance management requirements and for providing assistance to program managers in evaluating cost, schedule, and technical progress on contracts. primary audit objective was to evaluate contract administration office support to program managers. We also reviewed the effectiveness of management controls applicable to the audit objective.
