Using the Force and Support Costing System: An Introductory Guide and Tutorial

Abstract

This manual steps through a hypothetical analysis as a way to introduce potential users to the interface and procedures used by the Force and Support Costing (FSC) System. Its models and databases are designed to help analysts project the cost implications of proposed changes in defense forces, infrastructure, and assets. The system is being developed by the Forces and Resources Policy Center, a component of RAND's National Defense Research Institute, a federally funded research and development center sponsored by the Office of the Secretary of Defense (OSD), the Joint Staff, the unified commands, and the defense agencies. The system is designed for the Director of Program Analysis and Evaluation in OSD.
