International Cooperative Research and Development Program

Abstract

The primary audit objective was to evaluate the implementation of the International Cooperative Research and Development Program for major Acquisition Category 1 programs. Another objective was to follow up on the recommendations in Inspector General, DoD, Report No. 93-009, International Cooperative Research and Development, October 21, 1992, to streamline the memorandum of understanding process and to centralize management of the international programs. We also evaluated the adequacy of management controls as they applied to the audit objectives.
