Abstract

We performed the audit in response to allegations made to the Defense Hotline concerning conflicts of interest among members of the Defense Special Weapons Agency Advisory Panel on the Nuclear Weapon Effects Program. The overall objective of the audit was to determine the validity of the allegations made to the Defense Hotline concerning potential conflicts of interest. The specific audit objectives were to determine whether the Defense Special Weapons Agency established and contracted for the Panel in accordance with applicable laws and regulations, and to evaluate the management control program as it applied to the overall audit objective. A discussion of the management control program can be found in Appendix A.
