University Research Initiative Program.

Abstract

The University Research Initiative Program, which Congress mandated in 1986, is one element of the DoD basic research program. The Director of Defense Research and Engineering provides management oversight of the University Research Initiative Program. The military Departments are responsible for selecting, awarding, and administering research grants issued to universities and colleges under the program. Our audit objective was to determine whether policies and procedures for selecting, awarding and administering projects under the University Research Initiative Program are effective. We also evaluated the adequacy of management controls related to the audit objective.
