Continued Use of a Single Contractor for Contract Reconciliation Work

Abstract

This report is the first in a series about complaints made to the Defense Hotline about contracting at the Defense Finance and Accounting Service. The complaint questioned the contracting relationship between the Defense Finance and Accounting Service and the Coopers and Lybrand contractor. Specifically, the complaint alleged that Coopers and Lybrand was receiving favorable treatment in the award of contracts for reconciliation services. From 1989 through 1997, four contracts were awarded to Coopers and Lybrand with a value of $77.9 million.
