Abstract

The first memo was written in November 1961 as the United States was about to introduce the first significant numbers of advisory and support troops to the region. The second memo was written in mid-1964 as the administration contemplated shifting from an advisory to a combat role. When the third memo was written a year later, America was fully committed to a long, slow struggle in the defense of South Vietnam.
