The objectives were to evaluate the telecommunications requirements for the CATS II contract and to evaluate the adequacy, efficiency, and effectiveness of Naval Computer and Telecommunications Station, San Diego, management procedures for providing telecommunications services at the Naval Postgraduate School, Monterey; Naval Station, Long Beach; and Naval Air Station El Centro, California.
