Standardization of Defense Civilian Pay Systems

Abstract

This report is the result of our ongoing audit of the Defense Civilian Pay System. The audit supports our audits required by the Chief Financial Officers Act of 1990 and the Federal Financial Management Act of 1994. The Defense Civilian Pay System is a DoD-designated migratory system that will standardize and integrate 18 civilian pay systems. The Defense Civilian Pay System is estimated to cost $42.7 million and save DoD more than $700 million in operating costs during a 10-year period when compared to existing systems, and to be fully implemented in FY 1998. The overall audit objective was to evaluate the effectiveness of the management controls within the Defense Civilian Pay System.
