Source Approval Process for F4O4 Engine Critical Safety Items and Other Procurement Practices at the Naval Aviation Supply Office.

Abstract

This report is the first of two reports from our audit of allegations to the Defense Hotline concerning spare parts procurements for items such as the F4O4 engine. The Navy uses the F404 engine in its FA-18 aircraft. The Naval Aviation Supply Office is responsible for procuring the spare parts for the F404 engine. The overall audit objectives were to evaluate the timeliness of the Navy technical qualification process (the source approval process) for contractors requesting approval to supply critical safety items to the Navy for the F4O4 engine and to evaluate alleged overpricing on selected spare parts procured by the Naval Aviation Supply Office and the Defense Logistics Agency. This report discusses threc allegations concerning the timeliness of the source approval process for F404 engine critical safety items. We also expanded our scope to include an additional eight allegations to the Defense Hofline on procurement practices. We evaluated the adequacy of the Naval Aviation Supply Office management control program as it related to the source approval process. The second report will discuss allegations concerning the reasonableness of prices for selected spare parts procured by the Naval Aviation Supply Office and the Defense Logistics Agency.
