Procurement of the Target Holding Mechanism, Tank Gunnery, From ECC International Corporation.

Abstract

The overall audit objectives were to determine: the adequacy of the contract award process for the target holding mechanism, tank gunnery; the Army responsiveness to requests for equitable price adjustment from target holding mechanism, tank gunnery, contractors; the impact on training and readiness of target holding mechanism, tank gunnery, shortages; and the adherence to DoD regulations by acquisition officials. An additional audit objective was to evaluate the management controls over the procurement of the target holding mechanism, tank gunnery. The review of the procurement for the target holding mechanism, tank gunnery, was limited to contracts awarded to EcC International Corporation. This report discusses the adequacy of the contract award process, the Army responsiveness to requests for equitable price adjustments, the Army adherence to DoD regulations, and management controls as they applied to those specific objectives.
