Abstract

We are providing this report for your information and use. This report discusses the support for the Department of Defense standard cost factors that were used in the Cost of Base Realignment Actions computer model (COBRA) to calculate the costs and savings for the 1995 Defense base realignment and closure (BRAC) recommendations. The Deputy Assistant Secretary of Defense (Installations) requested the Inspector General, DoD, to verify the adequacy of the supporting documentation of the standard cost factors used in COBRA.
