War Without Risk: Sustained Strike Operations and American Strategy

Sustained air strikes to coerce enemies have limited effects due to competing objectives, limited legitimacy, and enemy reaction. Treating them as wars rather than punishment, using some ground forces, and focusing strikes on enemy capabilities instead of enemy will are actions that can improve future sustained strike operations.
