Desert Shield Leader's Safety Guide

Abstract

This is the second edition of the Desert Shield Leader's Safety Guide. The content of the original pamphlet proved to be useful to units deploying to and serving in Saudi Arabia. This version includes the content of the first edition plus some additional information. Section 1, Safety Alerts, contains all new information based on lessons learned so far in Operation Desert Shield. New information in the other sections is highlighted in bold italics. As this edition goes to press, Operation Desert Shield has already produced 50 accidental fatalities and countless injuries among U.S. Forces. In addition, damaged equipment has resulted in a serious loss of combat assets at a time when we can least afford to lose them. We must strive to keep such losses from happening. We can do this by: (1) Establishing and enforcing high standards of performance, (2) Creating a command climate of tough caring, and (3) Using risk management principles to make good decisions. Let us not forget that accident prevention is an important weapon in our arsenal. Failure to aggressively prevent accidents allows a corresponding reduction in combat power, and we need every able body and piece of equipment for the task at hand. This pamphlet is a quick reference intended to help unit leaders prevent accidents during Operation Desert Shield, thereby saving lives and preserving our combat assets.
