Cost-Effectiveness of Contracting for Services.

Abstract

This report is the second in a series of reports issued as a result of the statutory requirement to annually audit contracted advisory and assistance services. Services contracting is the fastest growing area of Government procurement. Reviews over the years have shown that Federal agencies often contract for services at a cost that is 25 percent to 40 percent greater than if Federal employees had been used to perform the services.
