Defense Base Realignment and Closure Budget Data for the Naval Medical Center Portsmouth, Virginia

Abstract

The overall audit objective was to determine the accuracy of base realignment and closure military construction budget data. The specific objectives were to determine whether the proposed military construction projects were valid base realignment and closure requirements, whether the decision for military construction was supported with required documentation including an economic analysis, and whether the analysis considered existing facilities. The audit also evaluated the adequacy of the Navy's Internal Management Control Program and the applicable internal controls.
