Acquisition of Aircrew Chemical and Biological Protective Systems

Abstract

This audit was conducted in response to an inquiry from Senator William V. Roth, Jr., regarding the Navy's planned urgent sole source procurement of the British AR-5 Aircrew Respiratory System (AR-5), a chemical and biological protective system for aircrews. Senator Roth was primarily concerned with the Navy's urgent need to procure 1,200 systems, at several times the price of the Air Force's system, when the urgent requirement had not been officially established.
