Abstract

In May 1990, Congress appropriated $5 million for DoD to exclusively create a National Defense Center for Environmental Excellence. The goal of the National Defense Center for Environmental Excellence would be to structure a 5-year program to address the DOD environmental technological requirements. we performed the audit in response to a Hotline allegation that the Army Materiel Command was not following required competitive procedures on the award and planned expansion of contract DAAA2l-91-D-0011 for the National Defense Center for Environmental Excellence.
