Investigation of Center Infrastructure

Abstract

This effort was initiated to provide alternatives and supporting analyses for the Missile Research, Development and Engineering Center (RDEC) and the U.S. Army Aviation and Missile Command to consider as they responded to requirements from Congress and higher headquarters within the Army and Department of Defense to significantly reduce infrastructure costs. UAH was chosen for this work because of the Principal Investigator's extensive experience with previous Army and multi-service studies. Subsequently, the scope was increased to provide expert assistance to the Missile RDEC in developing submissions for the 1999 Army Research and Development Organization of the Year award. During the early part of the effort, the Army leadership elected to focus the effort on the reduction of infrastructure (and, particularly, overhead) costs at each of the individual research and development and test organizations. With the concurrence of the COTR, UMI's focus then became the evaluation of a major component of the Missile RDEC's overhead cost structure, operation of the Redstone Scientific Information Center.
